Not all rugs or mats have backings that will prevent you from slipping on it. There are rubber grippers that you can purchase to put under the rug but it is expensive.
Here's a cheap alternative on how to make your rugs slip-proof. You need an acrylic-latex caulk, yes the kind that is used for windows and bathrooms. Flip the rug over and apply thin lines of acrylic-latex caulk every 6 inches or so. Let dry for a couple of hours. Once it's dry, you have a rug with rubbery strips will hold it in place.
